I agree with this recommendation and
shall be glad to receive your authority to ask
the Legislative Council to vote the sum in question.

It will be made clear that this grant, if approved, is an act of grace and that future contributions from the public funds will be based
on the cash position of the Endowment Fund at the
end of each year.
